Compression sleeves are sized by ankle circumference, not shoe size. Wrap a soft tape (or a strip of paper) around the narrowest part of your ankle, just above the bone, and match it to the chart: S 6.7–7.5 in, M 7.5–8.3 in, L 8.3–9.1 in, XL 9.1–9.8 in.
If your ankles swell during the day, measure in the late afternoon or evening, when they're at their largest. A size picked from a morning measurement can feel too tight by evening.
